Mr. Mohammad Fakhrul Alam, joined the BCS (Customs and VAT) Cadre in 1995 as Assistant Commissioner. He obtained his master's degree in Soil Science from Dhaka University. He is one of the senior panel trainer of VAT Online Project of National Board of Revenue(NBR). He served as Second Secretary and First Secretary (Customs Policy & Budget) of NBR from 2004-2006 and 2016- 2017 respectively. He also served NBR as First Secretary (Budget Coordinator) for 4(four) National Budgets. Last 27 years he served Khulna, Jashore, Chattogram, LTU-VAT, Rajshahi VAT Commissionerate and Benapole, Dhaka and Chattogram Custom House, Customs Intelligence, Appeal and Bond Commissionerate in different capacities. He obtained fundamental training on Customs and VAT from home and abroad. He regularly conducts training program on VAT and Customs at VAT Online Project of NBR, FIMA, RPATC, ICMAB, DCCI, BTTI, ICSB, IPDP, LFTIB, SCITI and  training programs organized by different Govt. and non-Govt. organizations. In the year 2017 World Customs Organization (WCO) awarded him the Certificate of Merit for rendering extraordinary service to Customs administration of Bangladesh. Certificate of Appreciation was also awarded to him by IFC-World Bank Group in 2018 for his contribution to Customs modernization initiative and World Bank Group in 2021 for his contribution to Doing Business.
