Dr. Uttam Kumar Das is a highly qualified lawyer, legal researcher and consultant with demonstrated expertise on the human rights law, gender studies, and labour and employment laws of Bangladesh. He has a career of 25 years in advising the Government Institutions (e.g., Ministry and Departments), UN Agencies, international organizations, multinational corporations, trade unions and individuals on labour and employment matters. He has expertise and experiences in advising and facilitating individuals and organizations on implementation of policies against sexual harassment and gender discrimination.
Dr. Das has worked and advised for eight years with the International Labour Office of the International Labour Organization (ILO) in Bangladesh on matters related to the Bangladesh Labour Act, 2006. He has maturity and demonstrated experiences in dealing with the senior and high-ranking members of government and other relevant institutions, including senior development practitioners, diplomats and professionals.
He has demonstrated skills and experience on review and analysis of the Labour Act, EPZ Labour Act and Labour Rules and in writing and editing high quality reports, briefs and memos for international organizations and UN Agencies.
He has sound academic credentials, i.e., second Master of Laws (LL. M.) from the University of Minnesota (USA), Ph. D. in Law (University of Rajshahi) and two Master of Social Science (MSS) degrees in Industrial Relations, and Victimology and Restorative Justice (University of Dhaka). He is a Fulbright Hubert Humphrey Fellow (2009-2010).
Dr. Das has been enrolled as an Advocate (since 1995) and admitted to practice before the Honorable High Court Division of the Supreme Court of Bangladesh (since 2007). He is well regarded as a Specialist Labour and Employment Law Practitioner in the country.
